For weapons and armor, visit the weaponsmith, Baldrick Thayne, and the armorer, Elsie Singer (she literally sings to herself while hammering at the forge or sitting in her chair linking mail).
In Wyndhaven, you can buy standard and non-standard equipment in Delver's Square and the Undercity Market, conveniently located right underneath Delver's Square.
